IE slowness

As of 5/04, Microsoft acknowledges this is an issue. The cause is that very small packets (8K) are used by winsock. It can be changed via registry tweaks. It also appears that IE tries to stream the data: it sents a lot before finding out that the server won't accept the ultimate file when the file exceeds a PHP limit.
