Ox is an excellent matrix programming language written by Jurgen Doornik of Oxford. The "console" version of Ox may downloaded for free for academic use.
The academic "console" (non-GUI) version of Ox can be downloaded from this link. You'll need to provide your name and academic affiliation but apart from that, there are no strings attached: the download is free.
If you need a matrix programming language for data manipulation or estimation and are considering Gauss, think about using Ox instead.
