The following things need to be copied to the XLSTART directory (Program Files/Microsoft Office/OFFICE[NN]/XLSTART): Book.xlt, Sheet.xlt, PERSONAL.XLS. The first two are workbook and spreadsheet templates, and the last contains macros.
Toolbars are stored in .XLB files in /Documents and Settings/username/Application Data/Microsoft/Excel/. To merge an old toolbar into a fresh version of Excel, open the old XLB file, tweak each toolbar, and then exit Excel. The old toolbars will be saved in the current XLB file.
Macro security must be set to Low.
To recover good toolbars from a partially-mangled XLB file, (1) open a blank spreadsheet, (2) go to Tools/Customize, (3) click on "Attach", (4) copy the desired toolbars into the workbook, (5) save the spreadsheet, (6) exit excel, (7) go to the location of the XLB file and rename it to something without an XLB extension. Now start excel. The standard menubar and toolbar will be present. Now open the workbook with the attached toolbars. The saved toolbars will appear. Make any changes desired and exit. Excel will create a new XLB file with the correct toolbars.
Set the user template directory to /wp/templates and copy wordmacs.dot to /Program Files/Microsoft Office/Office[NN]/Startup/. The latter step is necessary to get Word to load the file automatically whenever it starts.
