7. Build a map of economic vulnerabilities and flood risk for Nassau County

Uses methods discussed on Dec 5.

Download the geopackages containing the border of Nassau County, NY, and the Census block groups within it. Join on the vulnerability index in trim-counts.csv and construct a heatmap for the value of "total". Then overlay it with the FEMA flood map and construct separate layers for the A and V zones.
